" (QS. al-Syu'ara: 38).

On that basis, requires every leader (ruler), which won the trust of the people, to use the principle of deliberation in each task and decision making related to the interests of the people. The obligation of the Government to always pay attention to the benefit is closely related to the teachings of Islam about the relationship the Government and its people such as Imam al-Shaafa'i that Government's position in relation to its people is as the position of a trustee in relation to orphans.
